The fight for devolution goes far back as the fight for a new constitution, and in 2010, it was finally enshrined in the constitution. Counties have now been given a portion of the national budget to manage, and a lot of people have interpreted this as ‘new money’.
In real sense, money the government would have used to build a road somewhere in Migori is now buying ambulances in Machakos. In short, the money has been ‘reassigned’.
Unlike the previous system where greed and corruption was centralized, the current system has also devolved the same. This means money will be stolen or misused twice – at the national and county level. Honestly, we may end up with less development than in the previous system.
