POLL: Should Cord Be Allowed to Hold Rally on Madaraka Day?

The dick measuring contest continues. Jubilee believes they have the police, so Cord should halt their plans for a Madaraka Day rally at Uhuru Park.
Cord believes they have the county government, which has granted them the stadium, plus thousands of supporters who will turn up when called upon.
This is a very unnecessary contest. The President will lead Madaraka Day celebrations in Nakuru, so I don’t see what’s the big deal with Cord taking Nairobi. It’s not like Raila will inspect a military guard of honour or something.
Nkaissery says Raila is not the president and therefore should not undertake the functions of the president.
“CORD leader Raila Odinga is not the president and should therefore not take over functions that are a preserve of the Head of State.. Madaraka Day is a national holiday and therefore only the president is allowed to preside over such functions. By organizing a parallel rally at Uhuru Park, CORD is contravening the law and we will not allow them to do that.” he said.
What constitutes a national celebration, and is it illegal to hold a rally/public gathering on a public holiday.
