City Hall Draws a Line: 60 Days to Settle Dues or Lose That Empty Plot

Nairobi’s County Government is cracking down on land speculators, giving owners of idle or unpaid-for plots just two months to clear their bills and file building plans.

A public notice signed by County Public Service boss Godfrey Akumali warns that parcels sitting idle in site-and-service schemes, regularised informal settlements, and infill areas will be repossessed if owners fail to act.

“It is worth noting that county-allotted land is meant to serve specific urban functions and should never be for speculative purposes,” the notice states.

Plot holders must do two things within 60 days:

  1. Pay all outstanding fees.
  2. Submit development plans for approval.

Those who ignore the order risk losing their land without compensation.

New billing rules on the way

From 1 January 2026, the county will scrap old-school plot numbers for land-rate payments. Officers will soon mark official parcel numbers on gates and fences to smooth the switch, and property owners are expected to cooperate.

Owners already holding leases but missing from the Valuation Roll must visit these sub-county valuation desks: Embakasi East (Embakasi Village), Embakasi Central (Kayole Spine Road), Embakasi West (Umoja), Kasarani (Njiru DCC compound), and Embakasi North (Dandora Phase 1).

County planners say idle land slows affordable-housing drives and public-amenity projects, especially in high-pressure estates like Umoja and Dandora. Rapid repossession, they add, frees space for genuine developers.
