The Independent Electoral and Boundaries Commission (IEBC) has appointed Ruth Kulundu as acting CEO and Commission Secretary, succeeding Moses Ledama Sunkuli following the conclusion of his six-month term on Tuesday.
In an internal memo issued to staff on August 4, 2026, IEBC chairman Erastus Ethekon announced that Kulundu assumes the leadership role effective August 5. She will guide the secretariat for two months or until the commission completes the recruitment of a substantive CEO, whichever comes first.
“The Commission has appointed Ruth Kulundu to the position of Acting Chief Executive Officer/Commission Secretary, effective 5th August 2026,” Ethekon stated in the memo. He urged all IEBC employees to support Kulundu during this period to maintain seamless operations across the organization.
“During this transition, the Commission requests all staff members to extend their full cooperation and support to Ms. Kulundu to ensure our operations continue to run smoothly and efficiently,” he added.
The leadership transition provides vital continuity for the commission’s daily administration as it prepares for the 2027 General Election. Over the coming months, the electoral body faces a heavy operational workload, including voter registration, electoral technology upgrades, boundary-related reviews, and ongoing stakeholder consultations with political parties.
Ethekon also expressed gratitude to outgoing acting CEO Moses Ledama Sunkuli, who originally stepped into the role earlier this year following the departure of former CEO Marjan Hussein Marjan.
With preparations for the upcoming election gathering speed, political observers and the public will closely watch the commission’s ongoing hunt for a permanent CEO to lead the secretariat through the 2027 polls.
