Shipping to Kenya? KRA Now Requires New Advance Cargo Declaration Code

The Kenya Revenue Authority (KRA) has rolled out new cargo declaration requirements for exporters shipping goods to Kenya, requiring them to obtain an Advance Cargo Declaration (ACD) reference code before dispatching cargo.

The updated rules, which came into effect on August 3, apply to all cargo destined for Kenya and involve exporters as well as foreign freight forwarders, shipping lines, and clearing agents handling international shipments.

Under the new process, exporters must submit an Advance Cargo Declaration through KRA’s online platform before they load cargo for shipment.

To secure the ACD reference code, exporters must upload key shipping documents, including a draft Bill of Lading, a Commercial Invoice, a Freight Invoice, and an Export Declaration.

After KRA processes the declaration, exporters receive an ACD reference code, which they must endorse on the Bill of Lading before the cargo can proceed to a Kenyan port.

KRA said all exporters and shipping lines must comply with the new procedure to help ensure cargo clears for shipment without unnecessary delays.

The tax authority also advised businesses to complete the Advance Cargo Declaration before dispatching cargo, to prevent disruptions in shipping operations.

The new requirement builds on the launch of the Advance Cargo Declaration platform, which allows exporters to submit cargo details electronically before sending goods to Kenya.

KRA said the platform aims to improve cargo visibility and strengthen how authorities manage shipments entering the country by receiving cargo information in advance.

Businesses are required to submit the declaration, receive the ACD reference code, and put it on the Bill of Lading before the cargo leaves the exporting country.

Exporters can complete the process through KRA’s Advance Cargo Declaration (ACD) online platform before shipping their goods to Kenya.

KRA said the platform forms part of its efforts to digitise cargo management and speed up the clearance of goods entering the country.
