Man Offers To Fix Dilapidated Manhole for Free, Nairobi County Tells Him to Pay for Approval

There’s a certain mentality that has ensured Kenya remains a poor country. Bureaucracy and stupidity in high offices prevents a lot from happening.
One guy, going by the Twitter name Architecture Kenya (@kenarchitect), offered to fix a manhole near his place for free.
For a reasonable mind, this should be a pretty straightforward thing.
However to his shock, the county government told him he needs to seek and pay for approval. In short, the county government wants him to pay them for the privilege of doing the job for them. The guy already has a manhole cover but can’t do anything with it.
This is the most twisted logic I’ve come across in a long time.
