
Public Service and State House Chief of Staff Felix Koskei will chair a crucial meeting today with top government officials to address systemic inefficiencies that are eating away at the delivery of services in the public sector.
The high-stakes virtual session is aimed at accelerating reforms, productivity, and accountability in public institutions – cornerstones of President William Ruto’s performance and governance agenda..
Koskei convened the meeting following a recent internal review that uncovered major shortcomings in public service operations. The assessment flagged repeated delays in taking disciplinary action, a lack of consequences for poor performance, and systemic failures that continue to frustrate citizens.
“These weaknesses have raised concern not only on the pace at which this Administration intends to deliver on its promises to citizens, but also on the quality, quantity and timeliness of the same,” Koskei noted.
In a circular addressed to Principal Secretaries, State Corporation CEOs, and top departmental heads, Koskei expressed concern over mounting public dissatisfaction with government services.
“These weaknesses have led to an unnecessary sluggishness of the system with citizens complaining of a non-responsive Public Service that is lacking in the robustness and effectiveness required,” he stated.
Despite recent reform efforts, including the rollout of multiple policy circulars and the creation of the Government Efficiency Office under Executive Order No. 1 of 2025, Koskei noted that many agencies still fall short of performance expectations.
He issued a clear warning: underperformance will no longer be tolerated. He urged all government bodies to align fully with the administration’s policy direction and adopt a results-driven culture that puts citizen needs first.
“The continuous and visible improvement of performance and efficiency across the Public Service has remained a key priority of this Administration since its inception,” Koskei said.
Koskei also confirmed that targeted campaigns are already underway to address the perennial inefficiencies that have been hindering service delivery.
Today’s meeting will focus on reforms to allow for clean audit results, institutional compliance to improve, renew regulatory institutions, and overall productivity.
Koskei instructed all Principal Secretaries and CEOs of State Corporations to attend the session personally. They are to be accompanied by their finest finance, audit, procurement, legal, and human resource officials.
Calling for a mindset shift by the entire government, Koskei emphasized the need to revive discipline, foster accountability, and inject a healthy work culture in the public service.
He cautioned that complacency has not only resulted in wasting of public resources and poor quality service delivery but has also caused serious erosion of the public’s confidence in government institutions.
