
Speaking on Wednesday, May 4, Kabogo announced that the government will soon roll out a new digital platform dubbed the F2 system, designed to transition all government departments into a paperless environment. He said the platform will cut red tape, speed up service delivery, and promote efficiency across the public sector.
The F2 system is an on-site Electronic Document and Records Management System (EDRMS) that allows government officials to create, manage, store, and retrieve electronic documents with ease. By digitizing key processes, the platform is expected to reduce paperwork, limit human error, and improve overall productivity.
According to Kabogo, the system will centralize document handling, making it easier for departments to collaborate and share information while ensuring data integrity and security.
The rollout of the F2 system is being supported by the Danish government, whose delegation met with CS Kabogo on Wednesday to discuss implementation logistics and cooperation.
“This platform will ensure structured processes and collaborative workflows within public service that will eventually eliminate the physical movement of paper from one office to another,” Kabogo stated.
Beyond operational efficiency, the CS pointed out the platform’s potential to promote transparency and accountability. Every digital interaction within the system will leave an auditable trail, allowing authorities to track decisions, prevent corruption, and identify bottlenecks.
“To ensure efficient service delivery, the government requires clear processes and decision-making that can be traced, transparent, accountable, and timely. This is fundamental to ensure every action is fully auditable,” Kabogo said.
The system is also expected to make it easier for Kenyan citizens to follow up on services and requests, ultimately fostering greater trust in government institutions.
